Mandatory Registration

USL memberships for players are required. (ENFORCED!)

Players who do not have a valid USL membership MUST join at time of team
registration. Forms will be available.

RULES OF PLAY:

USL 2011 Women’s rules will be used for High School divisions.
NOTE: Due to the running clock, A GAME MAY NOT END ON A DEFENSIVE PENALTY. In the event of a defensive penalty within the CSA resulting in an expired clock, play will resume on the officials whistle. Trail Official will count :03 Seconds of play from point of Free Position at the whistle.

USL Youth A rules will be used to govern play for the Middle School divisions.

PLAYERS EQUIPMENT:
It will be at the game officials discretion to determine the suitability of player equipment including the wearing of orthopedic cast or hard brace. Mouth guards and eye protection are mandatory, per USL rules. Coaches must certify their team’s equipment prior to the tournament.

INCLEMENT WEATHER:
Schedule may be modified if necessary due to inclement weather or poor field conditions. Teams are responsible for reporting for all make-up games as deemed by the tournament director. Failure to make-up previously scheduled games is grounds for tournament forfeiture.

3 LONG BLASTS of AIR HORN: Clear all due to hazardous conditions. Teams should report to their cars, or under cover if lightning causes a stoppage in play. All fields will be cleared. Games are official after 1-half of play. Game-lengths may be modified if make up games are deemed necessary.

COACHING:
All coaches have total responsibility for the conduct of their players, substitutes, friends, and spectators at all times. Coaching from the sideline (giving direction to one’s own team on points of strategy and position) is permitted, provided:

* The tone of voice is instructive and not derogatory.

* Each coach or substitute remains on their half of the between the substitution area and the restraining line.

* No coach, substitute, or spectator makes derogatory remarks or gestures to the umpires, other coaches, players, substitutes, or spectators;

* No coach, substitute, or spectator uses profanity or incites, in any manner, disruptive behavior.

* Both teams and coaches shake hands after games. Violations of these policies will prevent coaches from actively coaching their teams and will be reviewed by the Tournament Director and the Sportsmanship Committee of the Tournament.

YELLOW AND RED CARDS:
A player or coach receiving two yellow cards in a single game will be ejected from the game by the game officials, if these violations are proven to be flagrant, the player or coach will be expelled the tournament. Ejections are determined by the game officials, expulsion by the tournament directors.

SUSPENDED OR TERMINATED GAMES:
If in the opinion of game officials, the game must be suspended for any reason the game may be resumed but is subject to being ended no less than five minutes prior to the scheduled start of the next game.
If in the opinion of the game officials a game must be terminated for misconduct of players, bench coaches, or spectators, the offending team could be suspended from further play and forfeits that game and all remaining games.

INJURY:
Delays of the game due to injury may result in shortened game times. All games must end 5 minutes prior to the next scheduled game on that field. Ice for injuries will be placed on the center of each sideline.

DISPUTES:
All disputes will be settled by the Tournament Directors or his/her designee and the decision will be final.

DURATION OF GAME:
All games will have 2 x 25 minute halves with a running clock each game and a 5-minute half time.

** If an attacking player is fouled inside the CSA as time expires at the end of a half or game, :03 will be put on the clock (maintained by the trail official) and a free position will be administered. **

**HIGH SCHOOL: THERE WILL BE ONE, 1-minute, TEAM TIMEOUT permitted per team. NO timeouts during the final 10 minutes of a half.

A central horn will be used to start and stop games. Teams are urged to be ready to play at the start of the horn. Referees have the authority to start or end a half early to keep the games on schedule.

Win = 3 Points
OT Win = 2 Points
OT Loss = 1 Point
Loss = 0 Points

Playoff Tie Breaker: Head to Head Record, Goals Surrendered during Round Robin, Goal Differential vs. Next Highest ranked common opponent, Coin Flip.

7-v-7 Tournament Procedures:

After Round Robin Play, the Teams will be seeded for Tournament Play and face teams from other brackets in a single-elimination tournament.

One Player from each team is be selected
Game begins with a DRAW
First Goal Wins – Sudden Victory
No substitutions are permitted
In the event of a yellow card, the opposing player/team is declared the winner
If a player becomes injured as a result of normal play, the opposing player/team is declared the winner
If a player becomes injured as a result of a defensive penalty (non-yellow), a substitute will be permitted
Goalies may not go beyond their goal area
No timeouts are permitted
